The charge controller is the component that senses battery
voltage and regulates the battery charging.
(This component is only
used in systems that have a battery backup.)
The primary function of the controller is to protect your
batteries from overcharging:
It constantly monitors
your battery backup, and supplies power to charge them when needed.
The other
important function is making sure the batteries are never
undercharged, so that you have maximum available power in the
event of
a blackout or power loss.

The batteries
themselves are expensive, so this is a very attractive feature.
